The little nub cable is dry rotting. What does it do and is it something that needs to be replaced?

First we have to have an idea of where it is. It looks to me as thought it is a vaccum line for the carbs. Yes. need more info what are the lines attached to?
It connects right there in the center of this picture

Bike info will be helpful as would a photo or description of what the hose connects. The hose clamps look like OEM clamps connected to a plastic T and a cap usually used to block off vacuum. I assume you are concerned with the aged appearance of the cap. If that is your problem it is a cheap part available in any auto store. Do confirm whether that is a fuel or vacuum line though. I would hate to see you leak the contents of your fuel tank all over.
OK, now I am really confused. At least now we know the bike is fuel injected.

I added a little description
The line is for your evaporative canister, which probably no longer exists. My guess is someone connected the two lines together using the T and blocked off the unused part of the T with the cap. You could just replace the cap or get a line long enough to reach the other side, eliminating the T, just cap both vacuum nipples or replace the nipples with short 5mm screws, your choice. Looking back at the first photo of the cap, examine it again. If it is pliable and there is no sign of cracking you may be just looking at a protective coating.

I linked mine together when I did it, but my mechanic took the hose off and sealed them individually during a service. I can't offer an explanation, he told me there wasn't a real benefit to linking them.
All a matter of personal preference. If you leave the nipples in place, just remove the caps or hose come throttle synch time, well, the nipples are already there. Replace the nipples with screws and you have a more aesthetic result.
