Living in SE Michigan, we see cars on the road all the time with the ugly camo or "added" parts to hide what the car looks like. Its usually nothing of a big deal since you can usually figure out what it is by some of the parts the car is using to get it on the road (like rims from an older model)
But when I saw this...I have no idea. Sorry for the crappy pics but I was driving. Its the size of a Lotus or Miata.

I does look like a Lotus, but they dont have any testing facilities here. I guess it could be for a company who does aftermarket stuff.
the taillights don't look quite right but the side scoop is dead on to be an Alfa Romeo 4C

Nice catch. I thought it might be a fiat of some sort since they are here with Chrysler. They are the only ones I could think of that would be looking to make something like that here.

Yup, it's an Alfa 4C.
