Technically they should have their car towed and be cited. Depending on the reason for suspension, could be a trip to a Cal STate BnB.
Sister was hit back in MI today. The guy with suspended license received a ticket and sent on his way.

depends on whether or not you [or whomever] has uninsured motorists insurance. Anyone with a suspended license that DID have insurance probably does NOT once they are suspended.
Around here, he would be cited and have to make arangements for the car to be moved by a licensed driver, if not towed.
Suspended or revoked is the same as no license. They will NOT let you go on your way, period.
That applies to not having insurance as well.
