I think the hp ratings during that era were intentionally low so that insurance was still affordable.
At least that is what I read on the internet.

Nothing. Except insurance didn't cost as much then. No mater what HP your car had. Think about it. Or google prices back then.
Insurance and the early '70s gas embargoes and shortages (to a lesser degree, prices due to shortage) brought an end to the awesome.....and then there's the new emissions requirements for '72 and the need to run unleaded gas.....
It's all relative.
In 1965 a brand new Shelby Cobra w/ a 260 V8, the AC Ace version not the Mustang, was 6K. Insurance was priced accordingly.
Manufactures were known to underrate HP in their vehicles back then It was due to insurance costs and gas mileage. Even though insurance was "cheaper" back then it was still the 60s and salaries were relative to that era.
Do keep in mind horsepower figures back then were gross, not net. Figure about a 20% difference on most cars. Also, the most powerful of the muscle cars were sometimes underrated, but others were...ummm...optimistic.

My '67 Cougar got several times as many honks and thumbs up as my '07 GT500 did. Of course, the GT500 had over double the horsepower, but it was invisible by comparison. Guess which one I still own? ;D

'64/'65 Mustangs had that hexagon mesh grille material from the factory. Probably just more noticeable since the core support is painted white (originally black) and there's no pony and corral or any other trim cluttering it up....

I've always liked the F40 for some reason. Too bad I didn't have my camera the other day, waiting at a red light in the bus, I saw a Ferrari 348 drive by.

The F40 got a failing grade as one of Ferrari's biggest mistakes. At least on Top Gear...... Even I have to admit that the expanded metal on the grill of the Mustang and the tail of the Ferrari look like poo.
Kinda like Ducati using cheap plastic fluid reservoirs.......

there is a Ferrari mechanic about 15 miles away that I pass by regularly, always lots of good eye candy there
I love the F40, having one blow past you full throttle is quite an experience
I haven't gotten to hear that. I remember seeing one in a showroom when I was passing through Italy in 1991. Closest I've ever gotten.

You are correct! It was the F-50. Not being in the "buying a Ferrari anytime this next couple of years club" I forget little details lol. If the new gig goes well maybe that will change. For now I try not to look to hard at cars that cost way more than I can afford. Gives me the same feeling as looking at a hot 24 year old. Kinda like blue car balls...... ;D
