water is key to the one big industry the states economy... agriculture. for years farmers have begged for storage and improved delivery systems for the lean years. almost nothing has been done. when cracks were noticed in the Isabella dam, they lowered reservoir levels, and let it sit. lack of money they say. farmers are selling off livestock and selling off land because water is scarce, and allotments are cut waaaay back. the solution, is to start fining average citizens 500 bucks a day if you get water from watering your yard on the sidewalk, or if you spend too long washing a vehicle. the state wants to spend billions on a high-speed rail system, that won't increase travel time on the proposed route, over that of the existing Amtrak line. eating up more farmland, and tearing out established neighborhoods. but no money for water.

people are already calling local agencies wanting to turn neighbors in, thinking there is a reward for ratting somebody out.
Yet they keep watering the weeds along the freeways in the middle of the afternoon……
How about adopting what most other states have and start charging to use the interstate
There must not be enough rich people here to cover the gaps in income tax….
