Title: Frame title issues

Not sure if this goes here
I have a frame, signed title and bill of sale, #2 scratched out address and name on buyer section of title, (still legible)
NY won’t accept it, tried contacting original seller, (bought frame in 2016)
Sent registers letter, bla bla bla. Still can’t get ny to transfer title, agh, only frame I have left to finish my bike
Any input, commiserations, or owners of a cheap clean 2000-2001 900 frame

AAA is very helpful in comparison to the DMV, at least here in California.
Perhaps they may be able to help.
