Milky white build up in oil view window

So in the window that allows you to check your oil, I have some milky white build up. Its stuck to the glass. I can see around it, and the oil level is fine, and the oil looks normal.

This would seem to be water contamination of the oil. But where is it coming from?  The bike sits in a garage, but it is not temperature/humity controlled. I live in Seattle and it is plenty damp here.
