The emissions stuff is CA-required only. AFAIK on older bikes the emissions stuff only delayed the release of the bad stuff so that when they did the bag test, the total amount of particles in the air met requirements. It didn't actually reduce the amount of particles released, just delayed them. This could have changed in recent years. Either way, the bike should run fine without the emissions stuff provided that you re-route/plug the necessary hoses. You can't just disconnect everything and take it off w/o doing anything else. That's why the bike was running rough when your hose came loose.

What happens is the vapors are stored in the charcoal.  When the engine is started the stored fumes are drawn into the engine and burned, greatly reducing the HC that would go into the atmosphere.
