I think the double strike standard was set up for bicycle helmets.  The first generation of styrofoam only bicycle helmets tended to disintegrate and fall off the head after the first strike leaving the potentially still tumbling rider unprotected.  Bicycle helmets got internal platic nets and other structures to help hold them together as well as Lycra and then plastic outer shells which help hold the helmet together but let it slide on the pavement, preventing neck injuries caused by the soft styro only helmets grabbing the pavement and twisting the neck on impact.

I looked for a non-Snell helmet but ended up with a Shoei that is Snell certified.  Same problems as others have mentioned, couldn't find the right fit and comfort.  I take some solace in the fact that a birght yellow helmet that fits well will make me more visible and less fatigued/distracted while riding, hopefully avoiding a crash in the first place.  Also, an improperly fitting helmet can offer poor protection regardless of cert level if it falls off or slides around too much on impact.
