I guess I learned something today. 

Just as an interesting comparison, federal law prohibits you from shipping a handgun in the US Mail, but not by a common carrier (UPS/Fedex) provided you obey their rules for doing so and the law for who you can ship it to.  I have a feeling that shipments of poo fall under general HAZMAT guidelines in OSHA such that there can be no chance an employee could come in accidental contact.
