USCG sector NY is based out of staten island I believe. The next closest station is Station Sandy Hook. I've always found the NYPD harbor unit equally as present in the Hudson. The one time I had a somewhat emergency I called USCG sector NY and got an answering machine. Next I tried NYPD harbor unit and got a dispatcher right away. I didnt feel it was serious enough to call on channel 16, but I'm sure had I done that the USCG would have come right away they are great people, fun to talk to around the gas dock and extremely professional when they mean business.
