Motorcycle Lowsides in Front of CHP on Mulholland

You know the riders eyes popped out of his head when he sees the CHP but I bet the guy doesn't crash if the cops not there.

I wonder if that would constitute a speed trap? The cop isn't exactly in plan view.

How is that a trap the officer is not coercing anyone on violating any laws.  Yes I see both sides here. Shitty place to sit and wait, for John Q citizen on the receiving end. Awesome spot for a cop fishing, you not gonna catch anyone breaking laws sitting in plain view (50% of time you still do criminals are stupid).   
On the officer defence for the delay exiting his cruiser, he was probably on the radio advising dispatch of his location and a motorcycle crash..
