Found the answer. Google is my friend.

"Despite the fact that it says Condor on the motor, it is a Ducati, the Swiss Army would only buy Swiss machines, Condor were the only Swiss manufacturer, they couldn't build enough of the right type, so they got Ducati to build them for them and re-badge them as Condors."

Is it Italian though?  The Motorcycle Classics article about the Condor A350 is a good read.  The frame is Swiss-made by Condor.  The engines for these bikes were probably made by Mototrans in Spain under liscence from Ducati.  A pretty cool tidbit is that it has a rubbermounted engine similar to a Harley Dyna or Norton Commando.
