You're assuming these pretty vehicles are standard issue. 

Police around here drive beautiful vehicles generously donated by wrong-doers (confiscated).  Couldn't that be the cars?  As for the bikes, well, they're just darn beautiful - and I don't blame them for buying them.  The bikes are not imports, therefore, cheaper for the police to buy than the publice. 

Besides, who would slow down if they were being pulled over by a piaggio?

San Francisco has a lot of cops on bicycles and Suzuki DR400s. Lots more practical for getting around the city than cars. I haven't seen any of them pull someone over for a traffic violation though. I once got lost in a bad area on my moto and got an escort out of the neighborhood from 3 motor cops on the big cruisers.

One of the police departments that covers Deal's Gap has BMW police bikes.  They can move on pretty good too ~
