"Yelling out of cars, turning your speakers out the window to blast your music onto the street, setting off M-80 firecrackers, firing automatic weapons into the airâ€"these are all well and good. But none of them create a merry atmosphere of insouciance and bonhomie quite like a revving motorcycle.

Grampa

it's the preferred brand of that thing in land of the lost.
Gaspar, Melchior and Balthasar kicked me out of the band..... they said I didnt fit the image they were trying to project.

I know what it really is ( hence me posting the link)...but to the casually ignorant person who heard it in passing and thought he'd coin a new slogan like to be the latest yolo, or chillaxin or whatever....this was their interpretation of that...

best think I can come up with for Chilaka anyway...

There used to be a burrito joint in Albuquerque & Santa Fe, NM named "Chilacas".

They would roll you a Big Fat One or a Little Fat One.  Good eats at that joint.

They aren't in business anymore.  :'(

/i know i'm not helping

Well, looking it up on google, that bike is the only reference I can find "Chilaka Style". To me, the bike looks bone stock, so maybe that's what it means....

Whenever I need linguistic help, I ask a 23 yr old at work or just use Urban Dictionary:

http://www.urbandictionary.com/define.php?term=chilaka

Based on the definition above, I'm guessing it's being used like 'bad' is used to mean 'good', or 'sick' is used to mean 'awesome'.
