I have found that a quiet bike does not trigger the need to check emissions.  When I bought my 2013 (2012 build so exempt from new laws) I did Zards (with DB killers) and a cannisterectomy.  Due to not getting a license plate for nearly four months after buying the bike I got pulled over quite a few times (nine) not one ticket not one question about exhaust.....

I admit I was surprised.  It is all about the noise and the jurisdiction.  Ride in San Diego County and I bet you get emissions tickets.  Their CHP office has a mandate to remove all the sport bikes from the roads.

I ride in San Diego County and have never been pulled over for emissions.  My last bike had an M4 slipon and it was pretty loud.  I got pulled over for speeding once and he didn't even look twice at the exhaust.  Never been pulled over on my Monster with Termis and I removed the charcoal canister well over a year ago.
