He has a pelvis injury that makes it very painful for him to walk, as well as sit in a car.  He can get around fine on rollerblades.  He is not allowed to take public transit with rollerblades on.   According to him the motorcycle/rollerblade combo is the only reasonable way for him to get around.  He has a handicap plate for the bike.

Yes I see that problem.  However I don't make judgment calls when I am not the one with the handicap plate......  Although I have to admit it does make knee sliders seem like yesterdays technology  ;D
