My suggestion to improve the system would be to remove green slips from the registration system and apply them to the licencing system ... you would pay according to the licence you hold and your driving record. You would also be properly covered if you (legally) borrowed a vehicle. If there was a particular class of vehicle that they could prove caused more accidents* ... then maybe you could ping them for a slight premium at registration renewal as well.

* Because we are talking about greenslips they are meant to cover drivers at fault for injuries to others. It still puzzles me how motorcycles can cause so many more accidents and cause so much more personal damage than other vehicles (greenslip relativities) ... I also realise that the rules have changed in recent years regarding catastrophic injuries but it still doesn't make much sense.

This is a no brainer for the fleet holder.
or a couple with two or more cars and 5 plus motor cycles. [roll]
and i think would get more people  having an additional small car or scooter for commuting to work, with the lower rego cost. :)

On the flip side the extra cost added to a licence would disadvantage , say a family with one car, with two parents with licences and say three teenagers with a licence, (intotal 5 licences one car)
Or people and pensioners etc with a licence and no car (ie the cook)
that would like to keep their licence if the need arises to use it ,or for proof of identity  etc, :P
or so they can sell their demirt points to family members ;)

I think disadvantage is the wrong word. The quote from the MCC of NSW was about addressing inequities in what is supposedly a 'user pays system' ... so my points still stand.

A user-pays-system where only one-in-five users pays (as in your first example) is grossly inequitable to others within that system. If that system also allows for rorting (as in your second example) the injustice is further perpetuated.

Short term or casual users should pay a slight premium just like every other 'system' ... but that should also provide them with some flexibility. ID may be a convenience but is also an irrelevance to the discussion (I know people that have never held a licence yet can still identify themselves).

Of course the MCC of NSW is looking at improving things for a select group (mostly Harley owners ... but also including, say, modern big-Ducati owners) ... and it appears we all have our own 'angles' - but in this case I am the only one making any sense [cheeky] ;) [laugh]

Whilst I admitted that the class of vehicle may determine the extent of damage done (I addressed this earlier) ... it is the licence-holder that determines whether any damage is done at all - so that should be the basis of the 'payment'. If licence-holders were all capable of rational thought, it may actually make the roads a safer place to be.

some valid points but it lacks in the detail

rental cars usually driven by overseas visitors , who pays for the greenslip then ?

the simple way is go back to the old days when the government ran the show and it was included in the rego and was far cheaper
than what it is today when you allow a dozen different companies to rort the system
i dont care if you have been a mechanic for 10 years doing something for a long time does not make you good at it, take my gf for an example shes been walking for 28 years and still manages to fall over all the time.

As I said ... casual users pay a slight premium. Separate registration situation for rental cars, the rental company passes on the costs in the rental agreement - no different to the current insurance situation rental cars. But it could be improved if you were renting a car but already insured through your licence (for the less touristy, casual renter).
