All these changes might allow for smaller teams to catch up, at least at the beginning of the year.

Quietening (hey spell check let that go) the exhaust down might help keep the GP at Albert Park in the future. There was some local opposition. I think the V8 Supercars sound better [evil].

Should be an interesting season. With Renault struggling with their engines, changes everything.  The first 6 to 8 races will see lots of retirements as teams struggle with reliability. That was red bulls big advantage along with their ability to manage speed in the corners.
