UCI mandates a minimum weight of 6.8 kg (15 lb). 

Most bikes of that caliber weigh less than that, so they add a ballast, usually in the seat tube, to get to the minimum.

Lance is doing a book signing on Sunday that we're going to go to! I'll post up a pic if I get one! 

where is that gonna be? B&N on broadway?

It's going to be at the Borders on Broadway between Craycroft and Willmot. I think thats Park Place Mall but I've never been there.
