Yeah in finally found the Fee Schedule webpage and the guy had a Premier account so yeah there was a fee.

There are two account types:

Premier/Business or Personal

To avoid Paypal fees, you must have a Personal account and receive money funded by bank account (NOT CREDIT CARD).

When you withdraw these funds, there will be no fee.  There are never fees to send.

Now this bad boy is getting locked down!
