Is there anything you can spray on styrofoam packing that melts it to a reasonable size for disposal that isn't toxic and does not increase the number of 3 eared, one-eyed newborns in the neighborhood?

what would be the fun if you can't burn it?  That will surely reduce the size.

Take it on a boat and go out to deep sea.  Tie a mile long line around it with sufficient weight so it sinks.  Send it overboard.  When you retrieve it you will notice a considerable size reduction.

Acetone is about the best for breaking down the foam, but not real good for our little blue planet or the denizens thereon.
Thinking laterally though, have you looked into recycling? Try "polystyrene recycling" in your fave search engine and you might get lucky and find someone in your local area.

good point I am down in Asheville and they recycle/repurpose everything in this town

If slabs, maybe visit the local homeless populations and let them have it for shantytown insulation material?

I'll send you the shipping address of the impolite twat who "bought" my Suzuki gas tank but then "forgot" to pay for it.

You can usually take the peanuts to a Mail-Boxes, Etc kind of place, or similar shipper, and they gladly accept them for reuse.
