With a sparse field of test riders present, Kawasaki and Suzuki notably absent, Neil Hodgson on a Honda tops the list and Larry Pegram on a 1098R is second, albeit 1.3 secs behind. 

In other sad news:

...Hodgson will return to the U.S. early in January to begin training, though American Honda has not made a firm commitment to race.    Asked what the team’s road race plans were for 2009, race team manager Jon Row said, “They’re not decided yet. That’s basically it.”
