It didn't happen.  The amount of money it would take to change all the signage, letterheads, and other crap made it too cost prohibitive.

The Chronicle editorialized against it (not surprising), and in the end a lot of people had an issue with naming anything in our city after Bush. See:

Man, that brings back memories...used to be 4 when I was a kid. Now I think it's 3 right? All the abalone people see are tiny compared to those days. And they're apparently deeper and harder to get.
