Its Euro sound regulations. EC3 regulations I believe. They test at ~60MPH, so Ducati wants it quietly lugging in 6th at 60 to pass.
Pretty simple fix you know. We have to thank them and Termignoni for the love. One screw, baffles out. One little gear change, done. Everything rocks. That's good design. Someone's thinking.

I had stock gearing for 10K miles, 14T for 10K miles and am now back to stock.

I recently got a 14T sprocket and killed my db killers. The bike is running a lot better IMO.

It (696) was not very tractable in stock form. It sputtered away from a stop and required too much clutch to get going and too high of a speed to run smoothly. I can now ride around in a parking lot without looking like a hooligan *and* still be in gear. Of course, now I sound like a hooligan but at least I don't look like one.

Thanks to removing the baffles, it also instantly became easier to blip and I can crack the throttle open a lot more smoothly and easily.

did a search for "stock baffles" and this thread popped up....

Sounds like this owner had removed the baffles in his stock mufflers on an M696. Can anyone confirm that the stock mufflers can be modified??

Anything can be modified.

I only have 5 gears so I'm not going to mess with mine. Not only do I have stock gearing on my 01, but the gearing is still "Stock" after all this time. Sometimes I wish it would wear out but it just wont. Maybe I should stop putting chain wax on.
