How do online Auctions work?

  Hello people.. i had a question, since Ive never done this before i wanted to see if anyone knew how online auctions worked,i have a friend that recommended me a website
http://easyexport.us/?a_aid=4bfc2493cf522 and i was wondering how do these places work, are they safe to buy from do they charge you the same as dealers would, or how does it work? well
i have gone to the site and notices there are some good vehicles and some salvage vehicles, also they tell me i can go see the vehicles for myself.. well as you can see i m not sure how these things work..
