Looks like very patient work with a dremel.

Perhaps a jewelers saw and then a dremel to finish.

Water Jet Cutting

pretty common in manufacturing these days.
even Jay Leno's got one.
i'd run down and buy one but I don't have the room  ;D

Definitely done by hand, as the cuts aren't *exactly* straight.

Please do ask because I've been wanting to try this. I run open belts now.

I've got 2 sets of covers so I can afford to f**k up customize one of them.

crazy "good" "hand" work done on the cover.  I used a dremel on my front sprocket cover to cut the slots open.  I can't even get the 3-5 inch cut straight....
