Considering talking on the mobile while driving is as dangerous as drink drive, does this mean Vic police will have an excuse for that as well?

Seen this happen more than once! Including other flouting of the Road Safety Act!! Just plain slack attitude that they will bang YOU for if they observe you!

They dont need an excuse.

is exempt. 

Coz they're better drivers than you and me.  You can see that as you observe them cruising along in the outside lane past all those "keep left unless overtaking" signs
