The F1 107 percent rule  "During the first phase of qualifying, any driver who fails to set a lap within 107 percent of the fastest time in the first qualifying session will not be allowed to start the race."

But the thing that Bothers me about it is that it's the 7 percent rule, or it should be. Say your lap time is 2 minutes. Plus or minus 100 percent of that is 4 minutes or 0 minutes & 0 seconds. 107 percent of a 2 minute lap time is either 2:14 or -0:14
